As a recently retired state legislator for nearly two decades, I had the honor and privilege serving as the Co-Chair and Ranking Senator on the General Law Committee. One of the many purviews of that committee was oversight of the Department of Consumer Protection of which the CT Liquor Control Division was housed therein.

As the liquor industry changed to embrace homegrown distilleries, the explosion of craft beer breweries, farm wineries and the interest and preservation of the three-tier system, it was thought highly unlikely that state government could modernize and ‘clean up’ the patchwork of add-on’s (exceptions) accumulated in statute since prohibition time.
